Executive summary

The country’s only public high-tech research hub, under CONARE (public university network) and operated from TEC. It participated with MICITT, the Health Ministry, UNESCO, IDB and fAIr LAC in shaping ENIA. LaNIA is its proposal to fill the gap left by the National AI Center of Excellence promised in ENIA and still not operational.

Pilot

National public hub for research, training and development of AI applied to high social-impact problems: urban mobility, biodiversity, education, health and seismology. Provides data analysis, product development and spin-off services.

Adoption lessons

CENAT shows that the academia-state bridge is viable when an institutional structure like CONARE already exists. Still, LaNIA runs in pilot phase and depends on multilateral funding rather than dedicated public budget. It reinforces the regional pattern: public AI research moves forward without a national budget line.
