What it is
CCSS platform to digitize, store and share medical images (mammography, ultrasound, CT scans, MRI and X-rays) across the country's health centers. It incorporates artificial intelligence algorithms to prioritize patients by clinical urgency, aiming to accelerate diagnoses and reduce wait times in imaging services.
Verified results
Partial deployment: 13 health centers enabled out of an original scope of 50 (26%). Active hospitals include San Juan de Dios, Calderón Guardia and San Vicente de Paúl. Reported budget execution at ₡10,500 million (71% of the assigned framework).
Context
Originally planned to be fully operational in 2024, the project shows substantial delays and was flagged by the Office of the Comptroller General (CGR) in July 2025 for non-compliance: slow image visualization, system instability and absence of contingency plans. The audit impacts the AI component's governance and requires CCSS to submit a remediation plan.

EDUS with predictive AI
PlannedThe Single Digital Health Record (EDUS), created under Law 9162 and operational since 2010, centralizes the clinical history of all insured members of the Costa Rican Social Security Fund (CCSS), covering approximately 90% of the country's population. The system was stress-tested during the COVID-19 pandemic and demonstrated scalability. The incorporation of an AI layer for predictive medicine is planned but has no public timeline; EDUS is considered one of the most complete clinical datasets in the Latin American public sector still untapped by AI at scale.
